Misunderstanding in Passenger work process

I have set passenger_max_pool_size to 3 but according to htop there are a lot of spawned processes, how can I reduce the number of Passenger processes?\

Those may not necessarily be processes. They may be threads. What does 'passenger-status' say?

In general, you should use the Passenger admin tools (passenger-status, passenger-memory-stats, passenger-config) over system tools such as top, ps or htop: https://www.phusionpassenger.com/library/admin/apache/overall_status_report.html
