Horde (http://www.horde.org/) has been around since 1998, starting as
one of the very first webmail solutions, during PHP 3 times. It
quickly evolved to one of the first, if not the first, PHP frameworks
for web application development. It has set standards for coding style
and design patterns in the PHP world which then have been adapted by
most major frameworks and finally evolved into this very group. Horde
is today providing one of the most widespread web groupware systems
based on this framework. It is currently prepared in its 6th generation.

Sadly I think 18 doesn't pass .

There are some members who never ever participated or voted and should be expelled, so something like this will never happen.

I think the quote above is simply wrong. Once the quorum is met:

Good grief, that's my second mistake in that voting thread. No, it only has to be at least 50% of the cast votes to pass. Disregard the "19" there.

Well, with 19+ yes votes the membership could be considered accepted
before the period ends, assuming no one changes their mind of course.
