It's been a little over 2 weeks since Aaron Piotrowski applied for Icicle to join FIG. Let's vote!

Hello everybody,

Thanks for taking the time to consider Icicle for membership. Here are the results:

- 43 voting members, with a quorum of 16
- 1 vote against
- 12 votes for
- 16 abstentions 

According to the voting protocol, I am pleased to announce Icicle is now represented in FIG.

Aaron, please submit a pull request adding your project to the member list.

Doesn't the protocol require a simple majority of the votes cast to be in favor? It sounds from point 6 in the protocol that an abstention is essentially a vote against membership.
