[PSR-5] Declaring Collections within a DocBlock (@var/@type)

Dear All,

I have made a proposition on how to declare collection objects the and
type of their items in Github issue
https://github.com/phpDocumentor/fig-standards/issues/47 after talking
with several people on this subject.

Because this is an important addition to PHPDoc I would like to gather
as much input as possible, so please reply here or on github about your
feelings, doubts or whether you like it (please also post when you like
the feature as I try to keep score.)

I will also tweet on this in a minute from the phpDocumentor account and
my personal account to get as much input as possible.
