Hi FIG,

So Michael Cullum and a number of others (such as those at the ZendCon Meeting and Joe Ferguson) have
been working on bylaw changes to introduce a new PHP FIG secretary position. This has been in discussion
for over a month now and a full draft was written up two weeks ago which has since had a number of
revisions based upon feedback. The people working on this change feel that it's ready for inclusion in our bylaws
and have asked me to raise a vote.

We currently have 45 members (right?) so we need 15 or more votes and a simple majority to pass. If this bylaw 
passes, we will accept nominations in January from the 1st through the 16th, then we will hold a vote from the 17th
through the 31st. You can expect to see these positions filled by February 2016.
