[VOTE] Entrance Vote for Event Manager

I am officially opening an entrance vote for an Event Manager PSR.  The purpose of this PSR is to allow developers to inject logic into an application easily. Many frameworks implement some form of an event dispatching that allows users to inject functionality with the need to extend classes.
