[VOTE][Entrance] HTTP Message

As discussed the HTTP Message proposal is back with a team behind it. Michael Dowling has picked up the work of several others on this area, merged many of the ideas and built a super-implementation. So far despite a reasonable amount of flack on Reddit and GitHub this seems to be going down generally rather well, so it's time for an Entrance vote.

At this point you don't need to agree with all of the wording. This vote is only to move the HTTP Message standard into "Draft", at which point the free-for-all may commence on exact wording and all that good stuff.

Dear Michael and Phil,

RFC-2616 is officially updated with the following RFCs: 2817, 5785, 6266, 6585.
I could not find in the meta document that these updates have been evaluated whether they impact this PSR.

Is it possible to add a section in the meta document that describes the influence, or absence thereof, of these
RFCs? And if they are not evaluated, to determine whether they describe functionality that should be included
in this PSR?
