I am using command "cordova build android"

I have set JAVA_HOME, ANDROID_HOME AND ANT_HOME, still facing same issue.
I googled this error and someone suggested that his android was owned by ROOT thats why he was facing this issue but this is not the case with me.
Please suggest solution.

Are you using Android Studio? What did you set %ANDROID_HOME% to?

What are your environment variables set to?

What's the output of "set" at the command prompt?
