Even though this page:
http://docs.phonegap.com/en/2.2.0/guide_getting-started_android_index.md.html#Getting%20Started%20with%20Android
tells you to do download cordova (2.1.0) from here:
http://incubator.apache.org/cordova/#download
Don't do it.
Use the phonegap (2.2.0) download from here: http://phonegap.com/download
The real issue is identified in this thread:

Giovani Benedetti Penha correctly determined the issue to be a bad
line of code in the create script. Just use phonegap 2.2.0.
I hope that saves someone the hour+ I lost.
