Error with cordova for android on windows 7

I am new to this mobile development, and trying to compile a simple app with phone gap and cordova.

I have attached a screen shot of the error I am getting.

This command works:

cordova create chello 

then It creates the dir, but errors on the next command:

cordova platforms add android

See screen shot.  any ideas?
