What's the deal with declaring the project dead? The lead maintainer stepped down a month ago. This characterization seems a bit premature.
Earlier this year, Vitaly produced a 2.5 pre-release version, so the community could still contribute to and benefit from this project going forward. There's a lot of people using PhantomJS in a variety of ways. Others have large code bases and test suites that depend on it. They'll migrate when they see fit, but that's their prerogative.
It's better to not be so negative about a project. It risks averting people from doing the important maintenance you suggested. If you want to promote alternatives, then support those alternatives. Don't speak harshly of another project. Free and open source software projects have a difficult enough time as it is finding contributors.
