New Kelp 0.4601 released to CPAN.

Changes:

Bugfix: If no placeholders in route, param array should be empty (Maurice Aubrey)
Bugfix: Don't double encode JSON response (Ruslan Zakirov)
Feature: Move route cache to a CHI-like interface, in order to allow for custom cache modules

This version of Kelp is fully backwards compatible, and you are safe to upgrade to it in all environments.
