Not able to restore the backup to another server

Hi,

I am using xtrabackup 2.4

After running xtrabackup --copy-back --target=/data/dir/
it throws error Original directory /data/dir/mysql is not empty!

I have tried following things

1. First stopped mysql server
2. Removed all contents from /data/dir/mysql/

and then ran restore command: xtrabackup --copy-back --target=/data/dir/

Please let me know what am I missing.
