Could not open required defaults file: /etc/nagios/mysql.cnf

Users exists in database. Even tried root user. The MySQL.cnf looks like the following:

[client]
user=myuser
password=mypassword

I used the config best practices from perconas pdf
chown root:nagios /etc/nagios/mysql.cnf
chmod 640 /etc/nagios/mysql.cnf

Not sure why NREP isn't working.
