[PROPOSAL] Delete pantsbuild/cheeseshop

I propose deletion of the pantsbuild/cheeseshop repo [1].
If I hear no negative feedback by Thursday May 19th, or I get resounding positive feedback from core contributors sooner, I'll proceed to delete the repo.

tl;dr:

The pantsbuild cheeseshop [1], which houses pre-built bdists for pants python dependencies with native code has not been modified since July of 2015.

More to the point, the current pants codebase has at least 1 native code-using bdist with no representative in the cheeseshop:

This is pretty solid evidence that no-one is actually using the cheeseshop repo any longer.
