How is Landing Page Load Time Defined for Ad Rank (and SEO rankings)

Hi All,

I had a question come up from one of my agencies about how Google is going to define mobile site speed / page load time now that it will be incorporated into ad rank.

Specifically, do we have a certain connection speed (3G or 4G) or browser (Chrome, etc.)? Or would it perhaps be calculated at the auction level?

Any clarification would be greatly appreciated!
