Serving page using HTTP2&SSL protocol is render blocking for browser?

See attached waterfall charts for serving same content via HTTP1.1 & HTTP2+HTTPS

Measured on Google Chrome browser.

Supported by all major browsers

PageSpeed Insights should take serving HTTP2+HTTPS into the report and score.

If not, I have to use another tool to convince users that PageSpeed Insights report is wrong and obsolete.
