after reduction of image size no effect in optimize image result

reduced kb from 30,3 to 9,7 still the page speed test shows as before

I save as progressive jpg (~80%) and upload to TinyJpg: https://tinyjpg.com/

I also upload my pngs to the same site.

I've been doing this for almost a year and no problem during the last wave of PSI images changes.
