restore checks the ignored packages

Hello,

I've installed a personal package from source in the private library, and I set it in the "ignored.packages" option.

Then, when I do restore(), I get:

Error: Unable to retrieve package records for the following packages:

Isn't it unexpected ? Is there a way to prevent restore() to check the ignored packages ?
