[PATCH] Add support for UDPLite (RFC 3828)

Hi Neal,

please find attached a patch which add support for UDPLite. It has been
tested in local mode on Linux and FreeBSD 10.1. I'm also attaching test
scripts for FreeBSD. The corresponding files for Linux would need some
tweaks (due to a different handling of packets with full checksum
coverage and a different interpretation of using the value 0 in the
socket options).
Please note that the remote mode has not been tested, since there are
issues. However, they don't seem to be related to UDPLite, since UDP
scripts show the same symptom. I'll address that generic issue in a
separate patch.
