Hash Bang URLs

to Otter API to Topsy
I'm using the Topsy API to get the trackbacks for a URL that includes
a hash bang ("#!") fragment. I've converted the hash bang part to an
_escaped_fragment_ parameter as Google would interpret it. The
resulting URL is this:

http://www.mycookingdiary.com/%3F_escaped_fragment_=1c8N%2F1ODT

The Topsy API shows zero trackbacks for this URL:

http://otter.topsy.com/trackbacks.json?url=http://www.mycookingdiary.com/%3F_escaped_fragment_=1c8N%2F1ODT

But when you view the same URL via the web interface on topsy.com, it
shows 4 trackbacks.

http://topsy.com/trackback?url=http%3A%2F%2Fwww.mycookingdiary.com%2F%3F_escaped_fragment_%3D1c8N%2F1ODT

Which one is correct?

I guess it´usefull to url-encode  the url, then it should work, f.e. like  http://otter.topsy.com/stats.json?url=%22http%3A//www.mikematas.com/%23%21g9/2mYV/photos/one_week_in_japan_-_1_of_5%22
