How to restrict FUSE uninstall

No, there is not and to be honest I think this would be a really bad idea.

In my opinion the best approach is to explain to your users that your application is using FUSE and why it is needed. Before launching your file system daemon you can check if FUSE is installed. If your file system links against libosxfuse you could do so by checking if libosxfuse is available.
