FUSE does not appear to be installed

Hi all

I've gotten OSXFUSE installed and working with GCSFUSE on one Mac, so I did exactly the same with another. On the second Mac, the PrefPane shows an error: 

The only major difference is that the second Mac is running Mojave (10.14.6) while the first is on Catalina.

The "unable to contact update server" is also bogus since the machine connects fine to the Internet.
