Cross tenant edge creation?

I want the ability to have a tenant create an edge which connects one of their vertices to a vertex created by another tenant without giving them full update permissions which would allow them to alter the second tenants vertex.

is this possible? I feel it might be through the record level security but can't figure it out. I almost want to allow only Create Edge without giving update permissions?
