after register in https://manage.chef.io/organizations/... and downloaded starter
and chmod 771 knife.rb and run
got error

running it from another directory will fix the problem. when you execute knife from the same  directory as knife.rb, windows tries to execute knife.rb instead of the knife from gem directory
