tsdb scan with non-existing tagv returns all data rather than no data (this is extremely dangerous when using tsdb scan --delete)

Hi All,

I've created this issue https://github.com/OpenTSDB/opentsdb/issues/989.
I just wanted to warn people before they get bitten by this.

If you use tsdb scan --delete, make sure there is no typo in your tagv.

$ tsdb scan --delete 1 sum test.metric DEPL_ID=testec002

If testec002 is not a valid tagv, then the entire test.metric will be
wiped out!
