I am not sure if the question is appropriate here, but I am posting because maybe someone who faced the same issue can help:

So I am using Spring and exposing the decision output as Rest service.

OpenRules uses URL protocols described in the User Manual on the page 117. Instead of a relative path you always may try an absolute path first.
