NRE Darwin usage limits

The Darwin web service licensee usage is capped at 5 million requests per 28 day period.

Does anyone know how strictly this limit is enforced and what happens if it's exceeded?

There's a suggestion of High Volume charges being imposed but there doesn't appear to be any definitive information on this being publicly available.

The application domain is mobile clients which could exceed the limit with large downloads/usage.

Your key gets blocked for a couple hours if you reach it. To many requests per min/hour can also block your key.
