The instance is unreachable.

Apologies to all for any inconvenience caused by the downtime.
There was a server level issue at our data centre which had caused the instance itself to become unresponsive.
The instance proved difficult to stop and also took a number of attempts to start once we did managed to stop it, hence the delay in getting the system back up and running.
Everything looks ok now so we should be back to normal.
