Receiving "actual arrival time" in TS element for a cancelled additional stop

Hello,

We received the following Darwin schedule change where SCTSTNH is in fact an additional point which was added previously as the new destination for the service:

None of the other cancelled stops and passing points have actual times in their TS element, so I was wondering if this is expected behavior?
