b - value in Truncated GR distribution

Ciao guys,

I would like to bring to your notice a small discrepancy in oq-engine regarding the b-value of Truncated GR distribution. In theory, the b-value should be non-zero ( greater than or equal to zero), but oq-engine demands it be not equal but only greater than zero. Can you please have a look?
