Formally defining the Open Civic Data types (Enhancement Proposals #2-7)

As a follow up to the early introduction of the OCD Enhancement Proposal Process [1] we're formalizing a lot of the work we've done over the last year or so in a series of 6 proposals.

These proposals mainly aim to provide a clear definition of the data formats we're already using, but a few (bills in particular) have undergone some attribute changes/etc. that will keep them as flexible and compatible as possible (special thanks to those that weighed in during the drafting process on GitHub, James McKinney & Forest Gregg).

These initial proposals are the foundation to the rest of the work we're doing and hope people will take some time to at least skim them.  These will be the formats used going forward in bulk data and the revised API- and we'll also be encouraging cities to publish in compatible formats. 

Assuming no major issues arise, our goal is to mark these as accepted in a week's time.
