Divisional Nesting

Hello,

   I am working on some code that will take data from the http://openelections.net/ voter results format to automatically generate posts to organizations for people.

   I am working currently on data in new york and I have a couple of questions.

   1 - Some 'places' in New York are nested directly under the state:ny division and some places are nested under the appropriate county. Is there a specific reason for this not nesting all places under a county? In voter registration records for New York State places are always nested under counties. 

   2 - I think I have a reliable source (voter registration data) for all election districts (precints) in new york state and I am working on adding them into the data set. Is there currently an accepted method for contributing back data to this project ?

Hi Alex,

Places are only nested when needed for disambiguation, for consistency across states we don't default to  putting places into counties by default (in some states this is the case and in others it isn't)

As for adding new data, if you create a fork of the ocd-division-ids repo and add things to your branch we'd be glad to review the pull request when you're ready
