No. Even wireless simulations (without the veins part) are not feasible to run (you can't meaningfully partition your network to quasi independent parts).
On the other hand, why do you want to create a parallel simulation? If you want to speed up your simulation study, it is better to run independent simulation at the same time with different seeds. To gain statistical accuracy, you should run the simulation anyway with different seeds several times, so those simulations can be run parallel on different CPUs without any modification on the codebase.
