Question about an omnet++ related site

Hello,

I just stumbled on this site : http://omnet-manual.com which does not
seem to be related with Omnet++ even though it claims to provide lost of
omnet related stuff.

As someone already heard about this site and is it a I guess a scam to
get paper/research from unsuspecting PhD students ?
