RSU broadcast msg to connected RSUs

I am trying to modify tic toc tutorial in order to broadcast the msg to all connected nodes. In the tutorial the msg is sent to a destination randomly. in my case I want that all the nodes will receive the message.
Can someone help me how i should implement this please?
