The number of RBs used in the same TTI

Hello

I simulate the D2D multicast communication with simulte.

I have question about the number of RB used by one message.

I set the parameters, "numRbUl = 1, numBands = 1 "and all the UEs send 250byte message.

Then, The UE was sending 31 Airframes.

After that, I set" numRbUl = 50, numBands = 1 " and do the same simulation.

Then, the UE was also sending 31 Airframes.

So, my question is "Can the UE not use multiple RBs in the same TTI?"

Please give me some advise.
