out-of-date instructions and corebuild for 113.24.00 release

Hello,

corebuild 113.24.00 as found in OPAM still requires the syntax packages to exist.
Additionally, Jane Street's installation instructions still instruct the user to use the syntax packages at:

Looks like some folks updated corebuild a few days ago https://github.com/janestreet/core/pull/70
but this patch needs to make it into OPAM.

New users installing Core from the official installation instructions or via the book "Real World OCaml"
will be unable to build and run their first program until corebuild is updated.

Hi Brandon,

I'm preparing a minor release of core and a few other packages to fix these issues. It should be out today. We'll update the installation instructions on the website once it's done
