What about the current implementation would prevent someone from using this with ASP.NET vNext? I can't think of anything.

Npgsql has reference to assembly 'System.Data, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089', but this assembly isn't available for ASP.NET Core 5.0.

For ASP.NET 5.0 it works.

This seems like a request to support .NET Core, which we have here: https://github.com/npgsql/npgsql/issues/471. Watch that to get updated on the status.

I still haven't gotten around to installing VS 2015 and seeing what targeting .NET Core is like, any experience on this?

Yes, it is exactly what about I wrote.
I installed VS 2015 on friday evening, so no experience on this yet.
