Georgian lari symbol added to Noto Sans Symbols and other updates

I just pushed an update to the git repo that adds the Georgian lari sign (http://www.unicode.org/L2/L2014/14161-lari-proposal.pdf) to Noto Sans Symbols.

I also updated our Noto Color Emoji font generator to drop 64px images and pass the fonts through pngquant (both suggested by Behdad). This heavily reduces the size of the font.

I also pushed minor updates to our (Sumero-Akkadian) Cuneiform, Lycian, Mandaic, Old Persian, Phoenician, and Samaritan fonts.
