Issue installing on OS X El Capitan 10.11.6

I ran xcode-select --install, and then sudo gem install nokogiri, and got this error:

ERROR: While executing gem ... (Errno::EPERM)

Operation not permitted - /usr/bin/nokogiri

any advice?
