be referring to ruby 1.9 ?

Yes, unfortunately the site is out of date. I'm hoping to do a refresh of the web site in the next week.

With Nokogiri 1.6.0 and later, installation should Just Work™, so try installing the gem without doing any of the system-setup steps.

Let us know how you get on!
