New core contributor / Release plan

Hi all,

I'm happy to let you all know that Lars Kanis (https://github.com/larskanis) is now a Nokogiri core contributor.

I've asked Lars to help out with releasing Windows support for Ruby 2.2.2, and I expect he'll be a big help in maintaining Windows support in general; but he's been an active contributor to both Nokogiri and its dependency mini_portile, and we're all looking forward to working with him.

I sincerely apologize for the lack of releases thus far in 2015, but we're going to get the pipeline going again and try to get a release out in the next few days.

The roadmap as I currently see it is:

* release 1.6.7 adding Ruby 2.2.2 support for windows, and allowing native compilation on Windows for an appropriate toolchain (DevKit)
* release 1.7.0 deprecating Ruby 1.9.x support for all platforms
* get back to doing regular feature/bugfix releases
