Issue with XML::Builder and namespaces

Summary: For some reason, namespaces are being passed down to child elements, is there anyway to disable this behaviour? (without some voodoo XML fragment magic)

Hi, just following up on this question. Last February I started a branch looking into this, as I agree it's strange behavior.
