Items with sub-menus don't go to specified URL

If I have a menu item with a sub menu, clicking on the menu item opens up the sub menu, but does NOT go to the URL specified in the main menu item.  I have to click on it multiple times, first to open the sub-menu, again to close it, a third time to get the specified URL to be fetched, and finally again to see the sub menu on the proper page.  I am using frames (a very old legacy site).

Any help is appreciated.
