error with nltk.download()

to nltk-users

I am unable to download nltk packages by nltk.download() it disply error like errno 10060 a connection attempt failed beacause the connected party did not properly responed after a period of time,or established connection failed because connected host has failed to respond

I am trying to solve the problem for 5 days. please help me....
