Yes, ngx_pagespeed is a non-blocking module.
Here is a nice read on how ngx_pagespeed works under the hood:

Note that the "how does it work" page is somewhat out of date. It
describes our original flow, which is still used, but since then we've
added an additional flow for in-place optimization.

But yes, it's all non-blocking.
