Some elements not processed

GtMetrix says I still have 13 javascript files that are not being combined and 2 blocking CSS files. 

So, combine javascript is not working, is someone experiencing the same ? 

Also, how do you force those remaining CSS files to be non-blocking ?

If you look at your page with ?PageSpeedFilters=+debug appended to the
URL it should add html comments (view source) to tell you why
PageSpeed isn't combining your javascript.

If "Rewritten URL segment too long." were right after the JS that's
not being combined, that could make sense for why it wouldn't be being
combined. But it sounds like that's not it, since it's appearing
after the CSS?

Are your JS files mentioned in the HTML, or are they being loaded from
JS? If so PageSpeed can't combine them, because it doesn't understand
how your JS loading works.
