Possession of a Controlled Dangerous Substance (Heroin)

On 8/4/15 at 11:17p.m., the Newton Police Department received an anonymous tip via a 9-1-1 call that a female subject that was standing outside the 7-11 convenience store located at 59 Water Street had approached the caller and asked if the caller wanted to buy heroin.  The caller provided a description of the subject in question.


Newton Police officers responded and observed 3 subjects to be present in front of the business.  One of the subjects matched the provided description.  Subsequent investigation revealed that one of the subjects, identified as Thomas L. Roff, age 37 of Mill Street, Newton admitted to possessing heroin.  As a result, 51 bags of heroin were recovered from his left front pants pocket.


Roff was arrested and charged with the following offenses:

N.J.S. 2C:35-10a(1) Possession of a Controlled Dangerous Substance 3rd Degree (Heroin)


He was processed and released pending an appearance in Sussex County Superior Court on 8/15/15.  The other 2 subjects were not charged.
