On 5/21/19 at 12:08 pm, Sgt. Michael Monaco was in the area of the Speedway gas station on Water St. when he observed a white male, (later identifed as Robert A. Davis, age 36, of Dover, NJ), crossing the highway in an area without a designated crosswalk.  Subsequently, a check determined that Davis had two active warrants for his arrest.  A $2500 warrant out of Roxbury Municipal Court and a $1500 warrant out of Jefferson Municipal Court.

Further investigation revealed that Davis also had a small amount of marijuana and a smoking pipe in his possession.

As a result, Davis was charged with the following:

N.J.S. 2C:36-2          Possession of Drug Paraphernalia (Pipe)

After processing, Davis was turned over to Roxbury Police Department and lodged in the Morris County Jail in default of bail.
